1. Scholarship Scheme under Ministry of Social Justice and Empowerment, Government of India

OBC-Scholarship schemes, viz.,  

1.1. PM-YASASVI Pre-Matric Scholarship for OBC Students (Class IX and X – Govt. Institute only) Manipur (90:10) (CS:SS):

This scholarship is awarded under Ministry of Social Justice and Empowerment, Government of India to OBC students (Classes IX & X – Govt. Institute only) studying within the State and those outside the State. The expenditure is shared between centre and state in the ratio of 90:10 (Central Share: State Share). The aim of this Scheme is to motivate children of OBCs studying at pre-matric stage. The income ceiling for eligibility is Rs. 2,50,000/- per annum.

1.2. PM-YASASVI Post-Matric Scholarship for OBC Students Manipur (90:10) (CS:SS):

This scholarship is awarded under Ministry of Social Justice and Empowerment, Government of India to OBC students studying within the State and those outside the State by this Directorate. The objective of the scheme is to provide financial assistance to the OBC students studying at post-matriculation or post-secondary stage to enable them to complete their education. The income ceiling of parents/guardians for eligibility is Rs. 2,50,000/- per annum (including self-income, if employed).

1.3. Centrally Sponsored Pre-Matric Scholarship for SC Students Studying in Class IX and X Manipur (90:10) (CS:SS):

This is a continuing programme implemented by this Directorate under Ministry of Social Justice and Empowerment, Government of India to award scholarship to Scheduled Castes students (Classes IX & X) studying within and those outside the State, so that they perform better and progress to the post-matric stage of education. The Scheme provides financial assistance to the Scheduled Caste students studying at pre-matriculation stage to enable them to complete their education. The income ceiling of parents/guardians for eligibility is Rs. 2,50,000/- per annum (including self-income, if employed).

1.4. Centrally Sponsored Post-Matric Scholarship for SC Students Manipur (90:10) (CS:SS):

This is a continuing programme under Ministry of Social Justice and Empowerment, Government of India to award scholarship to Scheduled Castes students studying within the State and those outside the State. The Scheme provides financial assistance to the Scheduled Caste students studying at post matriculation or post-secondary stage to enable them to complete their education The income ceiling of parents/guardians for eligibility is Rs. 2,50,000/- per annum (including self-income, if employed).

2. Construction of Hostels for OBC Boys’ and Girls’:

As part of the empowerment of OBC students and to solve the problems of accommodation, the Department initiated the scheme of construction of OBC Boys’ and Girls’ Hostels with the funding of Ministry of Social Justice and Empowerment(SJ&E), Govt. of India in various colleges of the State where there are no and/or enough hostel facilities. 

3. Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY):            

The erstwhile three existing schemes namely Babu Jagjivan Ram Chhatrawas Yojana (BJRCY), Special Central Assistance to Scheduled Castes Sub-Plan (SCA to SCSP) and Pradhan Mantri Adarsh Gram Yojana (PMAGY) have been merged into one scheme as Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) by Ministry of Social Justice & Empowerment, Government of India from the year 2021-22 for better convergence of public money and optimal utilization of resources.

3.1. Hostel Component (erstwhile Babu Jagjivan Ram Chhatrawas Yojana):

As part of the empowerment of SC students and to solve the problems of accommodation, SC Boys’ and Girls’ Hostels are constructed at various Schools and Colleges where there are no hostel facilities and at strategic areas where SC students are concentrated, with funding from Ministry of Social Justice and Empowerment (MoSJE), Government of India. Fund sharing ratio is 100% Central Share in case of Girls’ Hostels and 45:45:10 amongst Centre, State & Institutes in case of Boys’ Hostels. 

3.2. Grants-in-Aid Component (erstwhile Special Central Assistance to Scheduled Castes Sub Plan):

It is a 100% Centrally Sponsored Scheme which aims at increasing the income of the target population by way of various Income Generating Schemes, Skill Development and Infrastructure Development and to reduce the poverty among the target population and bring them above the poverty lines.

3.3. Adarsh Gram Component (erstwhile Pradhan Mantri Adarsh Gram Yojana):

It is a Centrally Sponsored Scheme which is to be implemented in those villages having a total population of 500 or more with more than 50% SC population. The aim and objective of the scheme is to make the selected villages “Ideal Villages” by taking up works in areas such as Water & Sanitation, Education, Health & Nutrition, Agriculture, etc. to ensure integrated development of the village in the field of infrastructure and socio-economic activities. The scheme is being implemented through the District Level Convergence Committee, chaired by the concerned Deputy Commissioners of the district.
